Covers buildings built before 31.12.2017, irregular to zoning implementations and not holding occupancy permit.

Housing pax especially covers unlicensed constructions and flats, unzonned, uncertified buildings, buildings built in public lands, finished or unfinished flats without holding a property ownership, constructions not suitable for a permit like garage, yard, carpark. Besides subdivided buildings and legal problems on building constructions might be rated within the scope.
